Personally, I’d go with a Tascam because the service manuals are available, and there are tons of them out there–meaning parts aren’t hard to find if you need something special. I have some lovely Audio-Technica sound gear, but it’s a workhorse brand–not so much high-end. If I bought something like a Nagra, I wouldn’t feel bad spending the money to get it restored–not so much on a 4-track cassette. There are some great videos on servicing and repairing the Tascams. It’s just a gamble buying anything “untested”–often it means broken.
