This could be done using a stereo->Mid/Side matrix, Hipass filter with frequency selectable for setting the mono frequency -->M/S to stereo matrix to bring back to stereo. ST to MS and viceversa are simple math ops: https://www.izotope.com/en/learn/what-is-midside-processing.html
